U.S. government can evacuate you but cannot transport you in-country in crisis

In rare circumstances we may evacuate private U.S. citizens

 

Th U.S. government cannot provide in-country transportation during a crisis. Security conditions and limited resources may also stop us from moving within the country.

And getting you out for that matter depends of what first ? Color of the skin or depends of the contradiction above ?

How can one evacuate someone if no transport is provided ? 

No problem transporting someone out of Venezuela or "running" that country, all done with your tax payer money.
