Above and below, a few photos from 10 streets in Iasi county, from a period of 8 days, from 2022. The problem is not new and is still a problem in 2023.
If you search "cow manure on the city sidewalk", without quotes, you will not find problems in other european, democratic cities. I didn't find it in any non-european countries or cities either.
Romanian state recognise the environmental health. I regard (3) a joke, as i don't see any improvement.

The right to a healthy environment
ARTICLE 35
(1) The state recognizes the right of any person to a healthy and ecologically balanced environment.
(2) The state ensures the legislative framework for the exercise of this right.
(3) Non-juridical and juridical persons have the duty to protect and improve the environment.
